PHOENIX - Tixoc Munoz, president of the Arizona Correctional Peace Officers Union, is criticizing private prisons after three convicted killers escaped from a private prison in Kingman, Arizona over the weekend, in an apparent comedy of errors.
Munoz represents officers at state-run prisons. He says private prisons are just not safe and are not prepared -- their officers are not armed or trained properly for escape situations.
This year, the Department of Corrections had its budget slashed $6-7 million. And the reality is, private prisons save Arizona money.
Tixoc Munoz's summary is simply this: blaming the guards for the escape is natural as it does come down to that except that you need to take in consideration two factors: 1. how much staff do they have to do the job and do they have the right tools or do the tools work? 2. Who is responsible for the ultimate efficiency of the facility, the administration or the guard? Who holds who accountable for being “lax”? Take a car mechanic, a good mechanic and take away his or her tools, what have you got left to work with, your hands?? Well, that is pretty much the tools the guards have to keep convicted inmates behind bars… no weapons, no Tasers, tools that don’t work half the time (no money for equipment and parts) and apparently no razor wire in the area they cut out
as this applies to both private and public prisons. Somebody needs to re-assess the prison system and tell the citizens it is running in a safe or unsafe mode.
Toxic is a loser and don't know anything about Corrections. He needs to get out from under the Directors desk and off his knees.
I don't know anything about him personally, but AZCPOA really needs to get a spokesperson. Tixoc should never be allowed on TV, or any place publicly to represent ADC's corrections officers. It's nothing against him personally, but he is a lousy public speaker. Licking his lips, sweating and that muddled accent combined for a really awkward few minutes. The public already has a misconception about us and this is who we put out there to represent us? Common guys, you have to be smarter than that. I'm not even going to get into the "guards" thing, he needs to be punched in the wang for that one.
One more thing, if you decide to do the right thing and get a spokesperson, here are a few guidelines you should follow:
-No fat people. Period. We are supposed to be LEO and LEOs aren't supposed to be fat. Yes there are plenty of tubby police officers, but you never see them at press conferences. They hide them, like they should.
-No women. Sorry, call me old fashioned, but that just projects the wrong image. Unless they are hot, which we all know they won't be. Not to mention, rule #1 is going to eliminate a vast majority of DOC women anyways.
-Must have above a 3rd grade edumacation. That's right, being able to form sentences is important, and not just for faking your call-offs.
-English as a first language. This is also where not having some crazy foreign accent comes in. If nobody can understand you, then what's the point? For all I know, Tixoc could have been a Jack Kennedy in his homeland, but here he comes off like Borat with downs syndrome.
Now before everyone get's all butt hurt, I'm not saying any of the above can't make fantastic correctional officers, they can and they do everyday. They just don't make good a representation to Joe Blow public taxpayer about the correctional officers they support.
All this easily applies to ADOC as an organization as well, because we all saw Ryan on the other news channels and Ronald Regan he was not. Of course some of that dodgy nervousness probably came from Jan Brewer's pointed shoe making nice with Ryan's colon after this whole escape fiasco.
