Man arrested in fatal Phoenix shooting was convicted of manslaughter in '97

A 36-year-old man arrested Monday on suspicion of fatally shooting an ex-girlfriend's brother served several years in prison after he was convicted of manslaughter for a similar shooting in 1997, according to court records.
Joseph B. Ochoa is accused of shooting his ex-girlfriend's brother, Michael Carter, 31, and mother, Joanne Deanda, 51, after an argument at an apartment complex near Glendale Avenue and Interstate 17 around 12:30 a.m.
Investigators are searching for two unidentified suspects who they believe were also involved in the slaying — a heavyset woman with dark hair pulled back in a ponytail, who was last seen wearing a horizontal striped shirt; and a thin man, about 5-foot-8, with dark hair, a small goatee and tattoos on his left arm and shoulder. He was last seen wearing jeans and white tank top.
Officers found Carter dead at the front door of the apartment. Deanda was taken to a hospital with serious injuries. Ochoa was arrested after he fled the scene, police said.
In 1997, Ochoa shot and killed a girlfriend's brother over an unpaid drug debt, according to Maricopa County Superior Court records. He was charged with second-degree murder and convicted of manslaughter. He was released in 2006 after serving less than seven years of a 10.5-year sentence.
Friends and family of the victim, Manuel Joseph Mendoza, pleaded with a judge to sentence Ochoa to the maximum 21 years for manslaughter. A Phoenix police detective labeled Ochoa as a violent drug dealer.
